Hello Abu,
How to on the event "on_after_insert" to perform a complete reload grid (to fill the combo box to the new values)?

This is not supported as base feature, however you can get help from this article.

You can connect all code in grid loadcomplete event using
$e["js_on_load_complete"] = "do_onload";
$grid->set_events($e);
