Hello,
first, excuse my English. I wanted to ask you a question. Can I buy the premium version for my software development and then move on to the Enterprise if everything is correct for distribution?

Yes, you can upgrade from premium to enterprise later with the left additional price, if your old license is within subscription time of 3 months.
